POSITION TITLE: Program Specialist - Mortgage Crisis DURATIONAL POSITION
DEPARTMENT: Operations Division
SUPERVISOR: Asst Vice President Private Sector Services
SUMMARY
Effectively market and represent the State of Connecticut Mortgage Crisis Program, its clients and services to employers; communicate effectively in both oral and written form; plan and make presentations to small groups including potential employers, business representatives, assess the interests and aptitudes of participants; Utilize time management techniques to organize and prioritize assignments; work independently and meet timelines; coordinate a variety of projects simultaneously; work cooperatively and effectively with individuals and groups; interact with individuals from different cultural and socioeconomic backgrounds; provide guidance and make presentations on resume development, job search techniques and interview skills; read, interpret, and apply rules and procedures by performing the following duties.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
1. Conduct intake and assessments of client's, financial credit, and debt profile, assist with development of resolution strategies,,coordinate referral process to counseling partners
2. Meet with clients to determine available skills and discuss opportunities for suitable career options.
3. Facilitate customized job training services enabling client's careers advancement and achievement of credentials and skills.
4. Provide unemployed or underemployed clients with job placement assistance.
5. Create and deliver education programs related to personal credit, finance and home ownership.
6. Counsel clients about loss mitigation options and discuss feasible resolutions to delinquency/default. Educate clients on alternative financing options.
7. Introduce clients to support programs available through the Connecticut One-Stop system.
8. Work with clients, lenders, other non-profits and attorneys to develop feasible Plan of Action to remedy mortgage default.
9. Conduct follow-up with clients and lenders at timely intervals and provide support services when necessary.
SUPERVISORY RESPONSIBILITIES
Responsible for own work and not normally required to direct or supervise other personnel, but may occasionally instruct or show another employee how to perform the work.
QUALIFICATIONS

EDUCATION and/or EXPERIENCE
Bachelor's degree from four-year college or university; or one to two years related experience and/or training; or equivalent combination of education and experience.
LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
MATHEMATICAL SKILLS
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
SCOPE OF RESPONSIBILITY
Employee functions independently within broad scope of established departmental policies and goals, generally refers specific problems to supervisor only where clarification of operating policies and procedures may be required.
INTERPERSONAL SKILLS
Work involves contacts with personnel of other departments within the organization as well as with general public, representatives of other organizations, vendors, etc., where considerable discretion, resourcefulness, and persuasiveness is required to achieve desired objectives.
COMPUTER SKILLS
The ability to understand more advance computer skills and be proficient in the advanced knowledge of software such as Microsoft Word, Excel, PowerPoint, Access. The ability to locate computer problems and possess the ability to correct these problems.
CERTIFICATES, LICENSES, REGISTRATIONS
• Banking or mortgage certifications are a plus.
